Educational Success for Students in Foster Care

Bertie County Schools is committed to ensuring educational stability and success for students in foster care. Under federal and state law, students in foster care have specific rights and protections to help remove barriers to learning.

Student Rights

Students in foster care are entitled to:

  • Remain in their school of origin when placed into foster care, if it is determined to be in their best interest.

  • Best Interest Determination (BID) Meeting – A decision-making process to determine the most appropriate school setting for the student.

Best Interest Determination Process

A Best Interest Determination (BID) meeting is held to decide whether a student should remain in their school of origin. This meeting includes collaboration among:

  • Parent or family representative (when appropriate)

  • Department of Social Services (DSS) caseworker

  • Public school transportation director

  • Public school foster care liaison (school-level and district-level)
